These are the underlying documents, not summaries. The complaint records allegations that the Tribunal will consider; it is not a finding. Westlock’s later bylaw came from a separate municipal process.

Crosswalk and Flagpole Bylaw
Passed March 11, 2024 after the February 22 plebiscite. The bylaw requires standard white-striped crosswalks and says existing non-compliant crosswalks are not grandfathered.
Two records, two processes: the complaint concerns Benita’s 2023 flyer. Bylaw 2023-14 records the later municipal vote and Council process. The bylaw is related community context, not part of the Human Rights Tribunal complaint.
Why this matters
Political disagreement belongs in public debate
The defence position is straightforward: Albertans should be free to express opinions about controversial public questions without government punishment for the expression itself. The Tribunal will decide the legal issues. The public should be able to follow the case, examine the sources and discuss what it means for freedom of expression.

Did you know?
The community debate continued on a separate civic track
After the 2023 crosswalk debate, a resident-initiated petition was verified, Council sent the proposed Crosswalk and Flagpole Bylaw to a binding plebiscite, and a majority voted “Yes” on February 22, 2024.
Related context, separate process: these municipal events concern the same local subject matter, but they are not part of the legal Human Rights Tribunal proceeding about Benita’s flyer.
