The Tribunal says hearings are generally open to the public unless restricted by order. You must email the Tribunal Office and give the required confirmations. See the attendance guide.

Can I record or livestream it?

No. Official guidance prohibits recording, photography and broadcasting. Any real-time text coverage should wait for the clarification Kevin is seeking.
